
I have found these errors occasionaly but at one customer inparticular this was a real problem. I was seeing the 3188 and 3196 everytime syncronization ran. The source was "Agent Client Broker" and the exact error was "Not enough storage is available to complete this operation. [0x8007000e]".
Searching I found the following articles that looked promising:

The difference was I had the preceeding error in my event log: 3411
These were related to GC (Global Catolog) errors, and the customer had recently upgraded thier domain from 2003 to 2008. They were experiancing problems with other systems not related to EV as well.
So I restarted the services and retried syncing a mailbox and that fixed it. It turns out that EV had lost conatct with a GC and could not find the user account to authenticate with. Restarting the services forced EV to reconnect with a GC.
I don't know why it was saying "Out of storage" in the event log (which was misleadiung and forced me to do a lot of futile searching) but restarting the services resolved it.
